The Council of Australian Governments (COAG), recently determined that the regulatory framework for vocational licensing for ‘bulk dangerous goods drivers’ should be brought within a national framework that supports mobility of qualifications and recognition of prior learning.
To achieve this, regulators must harmonise licensing requirements across Australia and align these with the VET system by 31 December 2008.
The dangerous goods ‘Competent Authorities Panel’ is a forum for cooperation and coordination between Competent Authorities that regulate the transport of dangerous goods in each jurisdiction across Australia. At its May 2007 meeting, CAP determined to adopt a national approach to vocational licensing for bulk dangerous goods drivers.
It decided to proceed with the development of a course that may be accredited under the VET framework and listed on the National Training Register.
The ‘Competent Authorities Panel’ have approved Queensland Transport to lead the development of the new training course, to satisfy the above requirements.
Queensland Transport has established a Course Development Advisory Committee, which includes representatives from all jurisdictions, to advise on the development of the new course.
Workplace Standards Tasmania (WST) has been in close liaison with Queensland Transport, the Tasmanian Qualifications Authority and relevant training providers throughout this process.
It is intended to have the new course accredited by 1 July 2008.
