Gas-fitting (including automotive)

The Occupational Licensing (Gas-fitting Work) Regulations 2010 regulate the work of gas-fitters (industrial/commercial/domestic), and automotive gas-fitters.

To be considered for a gas-fitting licence - in addition to the minimum Certificate III qualification from the relevant Training Package, extra Certificate IV units of competency are required as determined by the Administrator. The completion of these additional units of competency enables all gas-fitters to self-certify their work and the work of apprentices, trainees, and provisional licence holders.

Automotive Gas-fitting

Eligibility for automotive gas-fitters working on LPG, LNG or CNG gas fuelled motor vehicles and forklifts is set down in the Occupational Licensing (Automotive Gas-fitting Work) Determination 2010 (DD011).

To be considered for an Automotive Gas-fitter Practitioner (Certifier) Licence, applicants must have a relevant trade background and successfully completed additional units of competency determined by the Administrator to enable them to install, service and repair automotive gas fuel systems. Automotive Gas-fitter Practitioner Licence holders have a more restricted scope of work and are only entitled to 'service and repair' automotive gas fuel systems.

All individuals or businesses who are undertaking contracting automotive gasfitting work are required to apply for a separate Contractor Licence. If you or your business is performing install, service or repair work on motor vehicles or forklifts that are the property of your business, then a contractor licence is not required.

Transitional arrangements for practitioners

After 1 December 2010 you will be deemed to be licensed under the Occupational Licensing Act 2005, for varying periods, in the same class of licence as your current certificate of registration, or certificate of competency. It is anticipated that some may have a 'deemed' licence for up to 12 months, others may only have a 'deemed' licence for a month or so.

The exception to this are automotive gasfitters who will retain their existing Certificate of Competency expiry date which will be extended to the end of the month the expiry date falls within. This is a necessary adjustment due to our established renewal management process and will not disadvantage any licence holder.

There are no fees applicable during the transitional process.

It is proposed that, during the period January to December 2011, Workplace Standards will send you a Practitioner’s Licence Renewal Application for you to complete and lodge through any Service Tasmania shop.

All practitioners will need to provide evidence of identification for your photo ID card. You will also need to pay the appropriate fee depending upon whether you are a journeyman level plumber, an advanced level plumber of gasfitter. Automotive gasfitters will not be required to make any payment until their transitioned licence expires and their renewal is required.

If the renewal application is not received from you by the expiry date listed on the Practitioner’s Licence Renewal Application, your 'deemed' licence will expire on that date. If you wish to continue to undertake plumbing, gas-fitting or automotive gas-fitting work after your 'deemed' licence expires, you will need to apply for a new licence under the new system and satisfy any additional requirements - such as gap-training or skills assessment.

If you currently hold a Restricted Electrical Work Licence (REWL), it is proposed that this will form part of your new plumbing and/or gas-fitting licence. Your existing REWL period will be cancelled and any outstanding portion of the REWL fee refunded to you. You will then be asked to renew your REWL for a full 3 year period to align with the expiry date of your plumbing and/or gas-fitting licence.

If you are required to provide evidence of the status of your current registration and/or certificate (licence) during this transitional period you can produce your 2010 registration under the Plumbers and Gasfitters Registration Act and/or certificate of competency under the Workplace Health and Safety Act.
